GOVERNING COUNCIL DEMANDS CONVERT
VIOLATIONS DOSSIER INTO IRAQI JUDGEMENT

The Governing Council has demanded L. Paul Bremer the chief US
administrator to convert the violation committed at the Iraqi prisons
specifically Abu Greeb into Iraqi judicial side , affirming the necessity
of making a comprehensive interrogation with all officials about the
violations of Iraqi individual human rights.The meeting of the council
devoted on discussing reflections of the current situation between
Muqtada's supporters and US forces which witnessed détente.Mr. Issam
Hassan the member of the political office at Dawa party the deputy of Dr.
Ibrahim al-Ja'fari at the GC said that the US position witnessed a
noticeable change towards Muqtada's question .The well acquainted source
at the GC said that a delegation from Muqtada's supporters headed by Jawad
al- Sudani has met chief the interim council.
MUSLIM CLERICS BOARD TO SUE BLAIR

The Iraqi Muslim Clerics Board is determined to sue British government due
to the violations committed against Iraqi detainees in Abu Greeb and other
detaining centers run by occupation forces in Iraq.Dr. Muthana al- Dhari
the board's spokesman said in a statement to As-Sabah that he contacted
Arab League during a meeting held in Cairo last week between the board's
secretary general sheikh Harith Dhari and Umr Moussa , adding that the
board works now to regulate and register witnesses' evidences concerning
the subject .
EXPORT WITHOUT OFFICIAL LICENSES OPENED

A well informed source at the ministry of trade said the
ministry opened export doors without the need for a license while it puts
a ban on the materials not allowed for circulation at the local market as
not coping with the moral sides.Notably, the trade ministry was demanded
tradesmen and businessmen to obtain official agreements to import any
commodity. The tradesmen previously expressed their repeated resentment
over this procedure, saying it may hinder their commercial works , while
others expressed optimism over the ministry' understanding for the
sponsored means necessary for reviving the private sector.

The celebration of handing over sovereignty has been held at foreign and
industry ministries attended by Paul Bremer the civil administrator and
Hoshiyar Zibari the foreign minister. In a speech delivered during the
celebration, L. Bremer lauded developments of the diplomatic corps which
indicated Iraq's ability to seriously dealing with outer atmosphere to
serve Iraq's and humanity interests.For his part, Mr. Zibari clarified
that Iraq will witness soon a qualitative leap in the numbers of the staff
and specialists working at the Iraqi embassies and consulates to support
work of the foreign ministry in cementing common ties with international
community .

At a press conference held Wednesday at the convention center ,
attended by a number of Iraqi , Arab and foreign reporters , Mr. Sameer
al- Sumaidaee the minister of interior has announced that the ministry
sought coordination with ministry of education to avoid dangers may
inflict peoples during the term of examination.Al- Sumadee denounced acts
of sabotages that have directly affected on oil production the matter
hindered the development process in all the sectors of the life.The
ministry of interior has also announced that the Iraqi policemen has
arrested the suspect involved in counterfeiting the identity
cards.Notably, the ministry of interior enhanced cooperation between Iraqi
citizens and the policemen in order to eliminate acts of terror.
Wide campaign to sue violators on
electricity grid

Within Electricity Ministry's plan to lift violations perpetrated
by civilians against the electricity grid, preparations are underway to
implement intensive campaign starting from May 20, 2004 in cooperation
with other concerned sides.An official source at the ministry announced
this, adding that the happened violations are forming big obstacle on
departments of distributing electricity due to the various practical and
technical difficulties including the increasing of electricity loads on
electricity net and its contains a matter that fire and damage generators
and electricity wires, separating and damage circuit breakers, after wards
the electricity current will be cut from wide districts.
Travel customs to be regained for
citizens

As-Sabah newspaper has learned from its special sources at the
Finance Ministry that the ministry has initiated the regaining of travel
customs which were imposed on civilians interested to travel outside Iraq
during the former ousted regime.The sources clarified that the central
budget department at the ministry started from May 8 the circulation of
applicants' forms to regain citizens who didn't benefit from travel
approval at that time specifically before the collapse of the regime ID
400,000 as travel customs paid by them at that time.The source called the
citizens to go to the mentioned department to offer the necessary
documents approved that they didn't travel at that time to regain them the
complete sum at a record time after making the necessary checking.
Electricity Ministry calls to remain
Russian experts in Iraq

Following Russian Foreign Ministry call addressed for Russian
experts to leave Iraq as soon as possible, the Electricity Ministry did
several high-ranking concentrated calls with the Russian Embassy in
Baghdad as well as with Russian companies and experts working in Iraq to
stay in their locations to implement their works.An official source at the
ministry announced this, adding that the ministry representatives
presented many guarantees and promises for the Russian side to make
certain the protection of the experts working in the electricity grid by
its protection individuals and supply safe residential places in addition
to supply financial and morale temptations to ensure their working in
Iraq.The ministry afraid that Russian experts' departure might delay the
