CLASHES IN HAIFA STREET COINCIDED WITH NATIONAL SAFETY LAW

The Forces of Iraqi army and the National Guard have confronted groups of insurgents downtown Baghdad Wednesday.These clashes have coincided with the national safety law issued by the Iraqi government by which the Iraqi army has free authority for encountering the terrorists.Fire-exchange and the explosion of the bombs used in the fighting heard in the center of Baghdad.Meanwhile, the news reported the outbreak of fight specifically at 9:00 a.m once the armed group attacked an Iraqi military patrol aiming to set up check point in the city.Reuters cameraman reported that two jetfighter bombed a building in the center of the city during the clashes.The security sources affirmed that the clashes were concentrated in Al-Tala' square and the insurgents sheltered in the near buildings , while the site was vacant from passengers while the copters hovered above.On the same level , the sources said that units of the Iraqi army and the national guard are going on combat for the site to chase the insurgents, adding that most of them rum away leaving behind their weapons.At a press conference, Mr. Malik Dohan al- Hassam the minister of Justice said that it was agreed upon the national safety law .Notably, any article might hinder the elections from the scheduled timing is not  allowed in that law. In accordance with that law, the government should be abided by its main duty for preparing the security circumstances necessary for the interim stage before the elections .Coping with that law, the premier has no right to cancel the interim constitution partially or totally, not imposing penal code. 

ASSASSINATION ATTEMPT AGAINST PRIME MINISTER FOILED

At a press conference, Dr. Iyad Allawi the Iraqi prime minister unveiled complications of the unjust aggression occurred Wednesday morning whereas four missiles were fired on his house at 8:50 a.m .Many innocent civilians were injured, during that aggression, including a lady and her daughter besides destroying three civil cars .Dr. Allawi added that aggression comes in a time Iraqi people intends to be integrated towards prosper future for achieving security stability and prosper economy.He expressed keenness to wok side by side with the interior and defense ministers and other government departments to realize security stability and democracy despite the ethnic and racial diversifications in Iraq . 

MORE THAN 26 MILLIONS MINES ALLOVER IRAQ PLANTED BY EX-REGIME

The director of the Iraqi organization for lifting mines said that there were oil wells totally suspended because of the intensive mines planting in Bazirqan wells , northern oil wells specifically in Kirkuk and Suleimaniya and southern Rumeilla oil wells , affirming that these mines halted work at the wells besides endangering or killing some of the workers .He further added that Saddam had gifted mine for each citizen as the Iraqi people consisted of 27,000,000 persons and the number of the mines more than 26,000,000 ones .He clarified that the ex-regime was deliberately planted these mines even in the center of the cities and the rural regions , affirming that the dangers of this matter lies in explosion of these mines at any time besides its validity for several years, saying that the organization in the middle east contributed in lifting 75,000 mines from the city of Baghdad in Al-Furat neighbor , the college of agriculture and Abu Ghreib district at which the work stopped because of the security disorder. 

US, KUWAITI BANKS IN BAGHDAD INAUGURATED

Few days ago, two investment US and Kuwaiti Banks has opened in Baghdad.The opening of these banks runs in the course of a plan set by the Iraqi Central Bank to open six foreign banks in Baghdad , an authorized source said , adding that the said banks are going on their financial and investment activities to realize current account and saving account .On the other hand, Mr. Mudhhir Muhammed Salih the director of statistics and researches department at the Iraqi Central Bank announced about issuance of booklets that organize process of printing Iraqi currency for different denominations and quantities after 26 years halt.  

JORDAN IMPLEMENTS TAX-EXEMPTION ON IRAQI VEHICLES

The Jordanian government has decided to implement tax-exemption and granting facilities to the Iraqi vehicles heading for Iraq .At a press statement, Mr. Muhammed Abu Hamour the  Jordanian minister of finance said that Jordan government decided in the Tuesday meeting to implement tax- exemption on the Iraqi and foreign vehicles heading for Iraq in agreement with oil-for- food deal .Also, the Jordan government decided to exempt Iraqi vehicles from the tax of the monthly loading equalizes with the commodity's value passing via transit. However, this tax-exemption will be a burden on the Jordan government worth of 20,000,000 Jordanian dinars , yet these exemption will be reflected positively on activating  trade movement between the two brotherly countries.

NSL PREVENTS DELAYING ELECTIONS

The Iraqi government has approved on July 7 the national safety law a matter that authorizes the government a wider authority regards offering help to confront the terrorist acts.The law stipulates banning any article of it to delay performing elections in the specified period of interim government constitution in addition to that the law will restrict prime minister authorizations to impose penal punishments.At a press conference, Malik Dohan al-Hassan the Justice Minister said that the law stipulates the imposition of emergency situation in any Iraqi district in case that Iraqi people might be subjected to any harm or in case that a dangerous threat might be happen to hamper the process of Iraqi people in building the country and creating an elected government.He added that the law will authorize the prime minister or presidential board to announce emergency situation or stretching it in according the actual demand which not exceed 60 renewable days periodically each month if it is necessary.Meanwhile, Dr. Bekhtiyar Ameen the Minister of Human Rights has confirmed in press conference that the law will ensure the Iraqi civilian rights towards any violations made by governmental sides through performing investigations in coordination with Justice Ministry.During the conference attended by senior counselor of the government, the Lieutenant General Babekr al-Jaff and the military counselor of the prime minister   Ameen also declared a list including names of Arab and foreign detainees at Abu-Ghraib prison owing to the riots endangering  innocent civilians.The list includes one Egyptian, two Yemenis, four Saudis, two Jordanians, four Syrians , one Lebanese in addition to Turkish, Iranian, and Jewish Moroccan carried an Israeli passport. 

CHALABI: JUSTICE MINISTER IS AUTHORIZED TO CANCEL ARRESTING MEMORANDUMS

 At press conference held on July 7, Dr. Ahmed al-Chailabi the former member of the dissolved Governing Council said that Mr. Muqtada  al-Sadr has not accused in fighting any part  and that matters might be viewed in different manner, referring that the Shiite representatives ,during their meeting with Ayad Allawi the prime minister,  have urged following various procedures to defuse the crisis.He added that Muqtada  al-Sadr expressed transparent desire of cooperation backed by the Shiite religious authority in Najaf .  Al- Chalabi indicated to another point concerning future of Al-Mehdi army and the destiny of detaining memorandum issued by L. Bremer against Al- Sadr , referring that this point was left up to the concerned sides , noting that there is a certain article in the Iraqi penal law namely Article 99 is authorizing the cabinet ministers or the justice minister to cancel any arresting memorandum.
