12 BILLIONS DINARS FOR IMPLEMENTING
URGENT PROJECTS IN NAJAF

The ministry of labor and municipalities has allocated 12 billions
Iraqi dinars from the donation of the World Bank for implementing a number
of urgent projects in the city of Najaf in addition to the 100 billions
dinars allotted by the ministry for rehabilitating services.Eng. Nu'man
Jabbar Abbas the director of Najaf municipality directorate said that
these projects include rehabilitation of a number of important streets in
the city, clarifying that the ministry will implement projects of paving
the roads besides developing the interior garage.On the other hand, Farouq
contracting state company undertook carrying out the project of the
residential compound in Najaf to find a solution for the housing crisis.
150 AFGHANIS & KIDNAPPING GANG
ARRESTED

The forces of the Iraqi police have arrested around 50 Afghanis
infiltrated via the Iraqi –Iranian borders in Taeib district as well as a
gang professional in kidnapping persons loaded with large quantities of
weapons and ammunitions in the city of Amara.The police brigadier general
in Amara Ismaeel Kadhim Araar said that the Afghanis were arrested. The
police verified their identities and knew causes of their entrance to
Iraq.Meanwhile the crime combat directorate in Missan arrested two persons
involved in crimes of kidnapping persons out of three persons that
committed different operations of kidnapping and demanding ransom for
their release.In the meantime, the crimes combat directorate in the check
point between Amara and Baghdad has arrested a lorry with two persons in
the rural region of the province. The lorry was loaded with large
quantities of ammunition and weapons including 1800 mortar projectiles and
three mortars 80 mlm , 250 missiles besides large quantities of TNT
filled in Nylon bags hidden under plants .Meanwhile, the police in the
city undertook campaigns to combat smuggling of drugs.
CIVIL SOCIETY ORGANIZATIONS DENOUNCE
ACTS OF TERROR

The Iraqi commission on the civil society organizations
emerged from the Iraqi civil society parliament have denounced , in the
name of all non-governmental organizations and personalities of the
society and Iraqi chieftains, the acts of violence and kidnapping occurred
in Iraq under different pretexts .In a grand demonstration set out from
Firdous Square in Sa'doun Street , the participants urged all sides and
groups who are involved in taking hostages to release them and discard
violence and dislike , respect human rights as such acts of terror will
harm the Iraqi people and the committers .Mr. Basil Abdul Wahab al- Azzawi
the chief of the commission said that the kidnapping of the Italian
hostages who are working in Iraq in the humane field is considered as a
flagrant violation for the principles of the heavenly religions and
contradict the bases of Islamic religion that reject aggressing on the
innocent civilians, women and the children.
NEW COURSE OF IRAQI COMMERCIAL TIES
WITH WORLD

The Iraqi commercial ties with world countries have taken new
course through the economic openness on all world countries i.e the US ,
European and Japan.Mr. Fakhrulddin Muhammed Rashdan the senior advisor at
the ministry of trade said that the ministry started to activate the role
of joint committees with these countries besides cementing the ties with
the neighboring countries in agreement with the Iraq's new economic theory
calling for free economy.He confirmed that the ministry is serious in
involving the private sector within these joint committees and get it
acquainted with world's economic and commercial plans and the possibility
of enlarging cooperation with these countries.The advisor said that Iraq
realized grand leap in joining World Trade Organization and became
monitoring member , noting that Iraq will be a permanent member at the
organization to cope the world economy .
OIL MINISTRY
EXPORTS 3 MILLIONS BARRELS

The Engineering and technical cadres in North Oil Company has
capable to control the huge arson harmed the Iraqi-Turkish crude oil pipe
in al-Fatha region in Kirkuk as a result of blowing up of an explosive
charge planted near the pipe on Sept 14.An official source at North Oil
Company said that company's teams have undertaken rehabilitation of the
pipe and controlling the blaze which inflamed, expecting completing
maintenance works over few coming days, referring that the experimental
oil pumping processes to Ceyhan Port will be initiated over the next
week.On the other side, the Iraqi Minister Thamer al-Ghadhban said "Iraq
is aiming to increase its oil production to 3, 250 millions bpd over the
end of the next year utilizing its special capabilities, adding before his
departure for participation in OPEC meeting held in Vienna that Iraq is
devoted his efforts to sign several deals in technical domain with genetic
world oil companies to overcome problems oil sector suffered from.He added
that oil ministry will continue its special efforts to upgrade oil fields
at the same time it discussing with world oil companies the possibility of
future cooperation.Notably, the Iraqi crude oil production reaches to 5, 2
millions bpd; 2 millions bpd exported via southern ports, 500,000 of this
oil are used for local consumption, hoping that oil production all over
the country reach to 3 millions bpd by the end of 2004.
HEALTH CAMPAIGN TO COMBAT DRUGS IN IRAQ

The Drugs Combat Committee which includes ministries of health,
education, higher education and scientific research, sport and youth,
interior, planning, human rights and Shiite and Sunni endowments will
start a campaign to combat drugs.The campaign is titled "Combating Drugs
Week" and will be begun with beginning of the academic year.Dr.
'Aladdain al-'Aloni the Health Minister announced this during the creation
a committee of informational departments in mentioned ministries and
